I had some free time today and decided to finish some review queues. After a few "First Answers" i stumbled upon a fragment of a discussion from the "Advice" section (this one). I wasn't sure which action should I take (I skipped it eventually) since it's not an answer in strict sense, but just a clarification comment from the OP. If so, how can I say if

"This answer is good as-is and not low quality"?

or (from the Help Center):

"Check that the post author attempts to provide a focused answer, and not a simple comment or a new question"?

Correct me if I'm wrong, but I think the criterion that fits this type of discussion better is the one from "Late Answers":

"Answer addresses the question, is unique, and is not low quality"

Does the traditional "OK"/"Edit"/"Feedback" stuff even apply to the new types of questions? I can't flag these "answers" for not being answers or anything like this, because AFAIK they don't have to be. Maybe they need there own queues that take into account their different nature?
