We are using Sitecore 8.2 Update 7 and Publishing Service 2.2 Update 1

When the publish button is clicked, as we know a pop-up appears, but for a brief moment, the "Languages" and "Targets" fields are blank:

I tried clearing Temp Files and restarting the WEB-APP but no effect
