I've seen a lot of help directing people to search for "Add Framework Support" in the action search, but how do you enable it once you know the problem is that its disabled?

End goal is to add maven as framework support. Is this disabled because of how I set up IntelliJ? Can I fix it or do I need to work around it now?

    Maven is a build tool, not a framework. Which problem are you trying to solve? Commented Mar 3 at 16:46

You should first select the root folder of your project (just click on it with your mouse), as shown below:

And only after that, press CTRL+SHIFT+A and type "Add Framework support" in the search bar of that opened window.

You should then see: 'Add framework support image'
