The Telerik UI for ASP.NET Core Form component enables you to set its orientation to horizonatl or vertical. In this way, you can choose whether the position of the rendered labels will be above or next to the editor. To set the orientation of the Form component, use its Orientation() method.
To try out the different views, from the Orientation settings in the configuration panel choose Vertical or Horizontal. Then, click Apply to observe the result.
