So, Rob Cannon's answerRob Cannon's answer essentially worked for me, but I had to tweak a handful of the options. Specifically, I had to remove the condition on the target, as well as change the Include attribute, as $CscToolPath was empty when the project was being built on our build server. Curiously, $CscToolPath was NOT empty when running locally.
