Memory Leak inside of System.Speech & Microsoft.Speech

Hi all,

This issue was originally in a discussion post, however, I have determined that the root of this issue is the .NET System.Speech framework itself.

@NoahCxrest this issue needs a simple isolated repro that illustrates the problem you are reporting as an issue with the library. The snippets shared in the linked discussion are not complete nor show which streams are in use here. For example - if any of those streams are MemoryStreams it would explain your observations.

You can check out https://learn.microsoft.com/en-us/dotnet/core/diagnostics/debug-memory-leak for help in diagnosing a memory leak in your application. If you're able to isolate the problem down to a simple repro that demonstrates an issue with the library we can have a look.
