A page similar to https://docs.microsoft.com/en-us/dotnet/csharp/misc/sorry-we-don-t-have-specifics-on-this-csharp-error is needed for Visual Basic.

@scottaddie @BillWagner Can we have a bot that auto-generates the F1 keywords for these two pages? Let's keep this as a separate issue.
