Use .vsconfig to simplify onboarding devs on Windows

Rather than have a long list of components to install with the Visual Studio install, put a .vsconfig next to the solution and Visual Studio 2019 will prompt to add them automatically, while VS2017 allows people to import it into the installer. So much simpler and faster.
