Label Inheritance in outlook.
When an attachment with a higher-priority sensitivity label is added, the email initially inherits that label. However, after the attachment is removed, the email reverts to the default label, and if another attachment with a different (higher priority) label is subsequently added, the email does not automatically inherit the new label. Is this correct behavior and any MS doc related to this?

There is no documentation that I could find for this exact scenario. Logically this should work, unless,
- Once the attachment is removed, before or after adding another attachment if the label is touched manually like clicked Sensitivity and selected/confirmed/changed.
- If the second attachment is not a local physical file.
Also try this in outlook web and confirm if you are experiencing the same behavior.
Additionally, after reproducing the behavior, you can check the audit logs to check the label activities.
