Authenticator not linking with new Outlook based email

I'm trying to gain access to my new town email address. Tried to set up the email using the chrome Outlook 365 log in and my Microsoft Authenticator on my mobile phone. When I scan the QR code from the chrome browser using the Authenticator app on my phone, I get an error message of 'cannot interpert qr code'. My Authenticator app is up to date.

I have tried to set up the account on my mobile phone, using the Chrome Outlook 365 log in, and when I click on the link 'Pair your account to the app by clicking this link.' Nothing happens.
